Overview of Live Scan

Background checks conducted by the Human Resources Department require a Live Scan background check.  The Department Representative or other designated staff person will choose the Live Scan fingerprinting option for their candidate.

The Live Scan background check consists of a DOJ-Level Check and an FBI-Level Check:

  • California Department of Justice (DOJ)-Level Check:  The DOJ-Level Check is a search of California state-level convictions and cases pending adjudication.  The fee is $32.

  • Federal Bureau of Investigation (FBI)-Level Check:  The FBI-Level Check is a search of federal convictions and cases pending adjudication, and also a national search of all state-level convictions and cases pending adjudication.  The fee for the FBI-Level Check is $17.

All DOJ/FBI fees are billed to departments via a monthly journal entry from Human Resources.  Departments with DOJ billing accounts are invoiced directly by DOJ.

Riverside County Sheriff's Stations
Live Scan Fingerprinting

In most cases, Departments will send their candidates to a Riverside County's Sheriff's station for Live Scan fingerprinting.  Departments must provide their candidate a Request for Sheriff's Live Scan Service Form, which is available on the Forms page.  Prior to providing the form to the candidate, the department must complete the steps listed on the Instructions page.

Candidates will schedule their Live Scan appointment by following the instructions on the Request for Sheriff's Live Scan Service Form, which also includes a list of stations with contact information and hours.  Stations are located in the following cities.

  • Cabazon

  • Hemet

  • Jurupa Valley

  • Lake Elsinore

  • Moreno Valley

  • Palm Desert

  • Perris

  • Temecula

  • Thermal

 

The $10 fingerprint rolling fee and DOJ/FBI fees are invoiced to Human Resources and billed back to departments via a monthly journal entry from Human Resources.

Certifix Live Scan
Mobile/Onsite Live Scan Fingerprinting

Departments may choose to use Certifix Live Scan's mobile/onsite Live Scan fingeprinting.  The department will schedule an appointment by calling Certifix Live Scan at (800) 710-1934 extension #2 or by completing the Certifix Mobile Live Scan web form.  Departments should identify themselves as being with the County of Riverside and provide the ORI # A2752 (the ORI # is an identification number assigned to the County of Riverside by DOJ).

Prior to or immediately following the appointment, departments must following the steps listed on the Instructions page.  The department will provide their candidate a Request for Live Scan Service Form, available on the Forms page, at the time of the onsite appointment.  Once the candidate completes the applicant information section, the department must provide three (3) copies of the Request for Live Scan Service Form to the Certifix fingerprint roller.  The Certifix fingerprint roller will complete the bottom portion of the forms, and then retain one copy and return the two remaining copies to the applicant and the department.

The fingerprint rolling fee varies based on the number of individuals fingerprinted during the onsite appointment:

    • $12 for 10 or more persons

    • $15 for 4 to 9 persons

    • $20 for 1 to 3 persons

The fingerprint rolling fee and DOJ/FBI fees are invoiced to Human Resources and billed back to departments via a monthly journal entry from Human Resources.

Walk-In Live Scan Locations

In addition to mobile Live Scan services, Certifix offers walk-in Live Scan locations throughout California (do not use outside California).  Each location is run by an independent Live Scan provider.  The fingerprint rolling fee varies and is determined by each location (usually about $25); the fingerprint rolling fee and DOJ/FBI fees are invoiced to Human Resources and billed back to departments via a monthly journal entry from Human Resources.   To use a walk-in location, give your candidate the Request for Certifix Live Scan Service Form and a link to the Certifix website for Live Scan locations (see the Forms page).

Fingerprinting for Out-of-State Candidates

A candidate who is located outside California (and cannot come to California to obtain a Live Scan) must use an ink fingerprint card.  The candidate will take the ink fingerprint card to their local police or sheriff station to be fingerprinted.  Then the candidate will mail the fingerprint card to the California Department of Justice (DOJ).  Departments should contact Lisa Kim to request that a fingerprint card with instructions be mailed to the candidate.

Prior to requesting a fingerprint card, departments must follow the steps listed on the Instructions page.  However, the department will not give their candidate a Request for Live Scan Service Form.

The fingerprint rolling fee amount is set by the police or sheriff's station performing the fingerprinting and it is paid by the candidate.  DOJ/FBI fees are invoiced to Human Resources and billed back to departments via a monthly journal entry from Human Resources.
